ROLLING SETTLEMENT
  

The progress of rolling settlement with 10 scrips  from January 10, 2000 was reviewed. It was noted that contrary to reports about decline in volumes, liquidity and delivery in all the 10 scrips across the board, analysis of the daily trading volume, and outstanding positions at the end of the day (which are also the deliverable positions) show that in at least 5 scrips trading volumes have been higher on certain days than average of trading volumes in last six settlements prior to rolling settlement. Besides, in more than 5 scrips, deliveries have been higher on several days. Even comparisons of pre rolling settlement and post rolling settlement prices show that on some days at least in 6 scrips post rolling settlement prices have been higher. It would therefore not be factually correct to conclude that rolling settlement has resulted in notable decline in trading volumes, deliveries and prices.

Rolling settlement is necessary for a healthy and safe market as it helps in reduction of risks and also lowering of transaction cost in the long run. All markets have moved into rolling settlement mould. It is therefore necessary to take the Indian market forward and initiate further measures for rolling settlement.

The following decisions were taken today in the light of the above:

  • There are 74 companies which have changed names into infotech companies. These companies are traded mainly on the BSE and NSE and also on other exchanges. Some of these companies also have fairly good trading volumes. These companies will be included in compulsory rolling settlement from May 8, 2000. Most of these companies have not signed agreements with the depositories. They will be given time upto March 31, 2000 to sign the agreements with both the depositories failing which action as proposed at 5 above i.e. temporary suspension of trading by stock exchanges till signing of the agreements will be taken.

These companies will sign the agreement with both the depositories by March 31, 2000 failing which trading will be suspended by stock exchanges till the agreements are signed by these companies.

These companies will be traded under compulsory demat for all the investors and in rolling settlement with effect from May 8, 2000.

  • There are 31 NBFCs which are listed and traded on the BSE but whose applications for certificate of registration were rejected by RBI. These scrips will also be included for compulsory rolling settlement from May 8, 2000. Companies will be required to sign agreements with both the depositories by March 31, 2000 failing which action as indicated in 9(a) above will be taken.
  • There are also certain scrips which have exhibited high volatility (i.e. of more than 110% for 7 weeks or more in the last 10 weeks). 17 such scrips will be included in compulsory rolling settlement from May 8, 2000. These companies will also be required to sign agreements with both the depositories by March 31, 2000 failing which action as indicated in 9(a) above will be taken.
     
  • In addition to the above, 34 companies out of 199 companies which are already included in compulsory dematerialised trading for all investors and do not have carry forward facility in any of the exchanges and have signed agreements with both the depositories would be included for compulsory rolling settlement from March 21, 2000.
